Proceedings of the annual Computer and Electrical Engineeringconference aimed at presenting current research in the field. ICCEE2011 was held October 14-15, 2011 in Singapore. ICCEE 2008, ICCEE2009 and ICCEE 2010 were held in Phuket (Thailand) and Dubai (UAE)and Chengdu (China), respectively. The conference is forscientists, scholars, engineers and students from universities allaround the world as well as industry professionals to presentongoing research activities, and hence to foster research relationsbetween universities and industry.
