1.1 This provisional guide provides detailed guidance for developing and implementing a lead hazard management program in facilities which are likely to be occupied or visited by children under six or by preganant women by providing an organized approach to using ASTM and other standards, for the use of owners and property managers. Its purpose is to protect occupants, visitors, staff, other workers, and the environment from lead hazards.

1.1.1 Figure 1 provides an overview of the major lead hazard identification and management program elements.

1.1.2 Figure 2 provides an outline of the lead hazard identification and management program process.

1.2 Limitations:

1.2.1 This provisional guide does not apply to facilities that are not likely to be occupied or visited by children under six, or by pregnant women. It does not apply to occupational exposures other than those resulting from maintenance, cleaning, lead hazard control work, and other renovation and repair work that generates lead hazards.

1.2.2 This provisional guide is based on federal and national standards and guidelines which may be different from applicable state and local regulations. It does not, however, comprehensively address OSHA, EPA, or DOT requirements. It may not protect all users, or occupants, visitors, staff, other workers, and the environment affected by their facilities from lead hazards. Users must comply with applicable laws and regulations and modify the guidance provided by this provisional guide accordingly. The user is advised to adopt the most stringent version of each requirement among federal, state and local regulations.

1.2.3 Execution of work discussed or recommended in this provisional guide may cause exposure to construction safety and health hazards, to health hazards from lead in paint, dust, and bare soil, and to health hazards from products and methods associated with lead hazard control. This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.

1.3 Provisional standards achieve limited consensus through approval of the sponsoring subcommittee.
