The steel shall conform to the requirements as to chemical composition specified. Wire shall be furnished in one of the following conditions: annealing, bright annealing, or cold drawing. The material shall conform to the requirements as to mechanical properties. The types of finish procurable are as follows: pickled finish and bright finish.
